Can't run it - I mean I can but I don't see any buildings / characters
If people say its good it might just be a good excuse to upgrade my comp when it comes out

Its not like civilizations - its more like SimCity but a very funny Caribbean version. You can rule from anything like a Capitalist Harvard educated pig installed by the CIA to a the leader of the proletariats' uprising. In this one you can customize your character (or "avatar") more than in the original in terms of appearance. While you can select a historical South American dictator you can create your own by choosing character traits - how he/she came to be in power, their personal background, their two positive traits and two faults. Also in Tropico 3 you actually walk around (and possibly ride around in a Mercedes Gross) controlling your Presidente to perform things to help you stay in power - like giving speeches from your grand palace to the people.
The good old gameplay is still at the core - govern a small "paradise" island in any way you see fit. You can build your population pretty apartments or large grimy tenements or just leave them in their shanty towns. You can develop a thriving tourist industry or produce coffee or mine minerals.
Choosing which political "factions" to pander to can also be a make or break decision. Do you enact a contraception ban to please the religious? Maybe a bit of martial law to keep the militarists happy. Build schools and colleges to satisfy the intellectuals or maybe give no one an education and keep income disparity to a minimum to gain support from the Communists. While doing all this you need to keep your population contempt (or even try to make them happy) not to mention not to annoy either the USSR or USA with your policies.
Hopefully this will have as much depth as the original with less of the pitfalls that this complexity creates
