well the council have been round here last week and towed away all cars that have no tax. Even the ones on peoples driveways!
So, even if you have an un-taxed car on private land they can still crush it.
but giving tickets for parking on gravel is a bit much!

I don't know the property law in the US but maybe those houses are built on leased muncipal land and this gives some bureaucrat a way of enforcing this law

The new powers were introduced under the Finance Act 2008 and apply across the UK. They do not apply to private driveways or areas associated with private dwellings.

Evidence gathered in 2005 estimated 150,000 untaxed vehicles in local authority car parks. These were vehicles likely to have been in use on the public road.

This is the situation. Cities are failing. Mayors and Governors are looking for anyway at all to help "patch" the budget problems. The State of California, ran by Governor Arnold Schwarzenegger remember, may file bankruptcy (Chapter 11) because of it's budget short comings.
Toledo, Ohio is no different. Ohio is one of the top 5 states hit hardest by the current economic climate because of it's large manufacturing market segment. 14% of Ohio's work force is out of work. That means the state is not able to collect salary tax from the people out of work because they have no wage. The state can't collect property tax because these people have lost their houses due to home foreclosure - no money means no house payments can be made. A lot of major's in these hard hit states are making unscrupulous decisions to try to raise money. Most states are ordering police to hand out speeding tickets for 1 mph over the posted speed limit. In 22 states, sodomy is illegal and tickets are being considered to gay marriage couples. Grocery shopping? Don't put your beer or wine in your backseat because in 37 states it's illegal to drive with alcohol that it's secured in your car trunk (boot). The media stories go on.
I think it's important for mayor's and governor's to try to find creative ways to raise money and help get the working people back to work rather than find creative ways to ticket the good citizens of their state and local areas. Elections will come around again. Whether you're working or unemployed, with a house or homeless - all citizen's have the right to vote. Help the people and you ensure your return to office. Hurt the people and the door will hit you in the ass as you're walking out.
California removed Democratic Governor Gray Davis from the Governor's office in an "election recall" in October 7th, 2003 due to budget issues (http://en.wikipedia.org/wiki/2003_California_recall) and Republican Arnold Schwarzenegger replaced him with the promise that he would fix the budget issues.

I don't know why they don't just set up at the exit to a car park and use ANPR to catch those with either no insurance or tax. Impound the cars there and then. Get really fecked off that my premiums are higher because of those dodging insurance.
I know that the owners of the car parks might not like it but if you hit a whole bunch of CPs at the same time run by private, council and shops no one can complain. Imagine how many you'd catch if you went round Meadowhall or Bluewater!
As for having an untaxed car on your own land you need to SORN the car otherwise I believe that it's still illegal and fair game.
